Midday incidents and special event cause 3-mile backups on Tuesday

Between 11:00 AM and 1:00 PM, travel times peaked at 24 minutes westbound and 20 minutes eastbound. A disabled vehicle at Exit 31 and a special event at Exit 39a forced lane closures that resulted in backups of 2.5 miles eastbound and 3.2 miles westbound. Outside of these midday delays and overnight roadwork closures on the eastbound span, traffic maintained normal speeds despite two-way configurations that restricted travel to a single lane in each direction.
