Thick fog and reduced visibility prevented two-way traffic operations during the afternoon peak, causing eastbound backups to reach 6 miles starting at the Severn River Bridge by 5:17 p.m. Travel times for eastbound motorists peaked at 30 minutes at 4:00 p.m. while congestion extended back to Exit 28 (Bay Dale Drive).
